Manager – Land Access
About The Role
We are seeking a proactive and experienced Land Access Manager to lead and manage the processes of land access, due diligence, landowner investigations, and coordination with the survey team, while ensuring smooth negotiations, tenement management, fair compensation, and a strong commitment to people-centered outcomes. The Land Access Manager will oversee systems and processes involved in acquiring and managing land for mining operations, ensuring alignment with our sustainable development goals (SDGs) and fostering positive long-term community relationships.
In this role, you will
- Land Access & Tenement Management: Develop, implement, and manage efficient systems for land administration, including overseeing the NPL Land Information System and Flexi Cadastre, ensuring proper tracking of all tenements, consents, and land-related documents. Continuously assess and improve land access processes in alignment with sustainability principles.
- Landowner Due Diligence & Investigations: Conduct thorough landowner due diligence, investigating land ownership, clan and tribe affiliations to ensure accurate identification of rightful landowners and minimize disputes. Manage and resolve landowner grievances in a fair and transparent manner, ensuring their participation in the decision-making process and promoting social inclusion. Tenement Acquisition & Agreement Negotiation: Oversee the acquisition of new tenements and manage existing ones, ensuring compliance with legal, regulatory, and other requirements. Lead the negotiation and drafting of land use agreements, ensuring fair compensation, social responsibility, and fostering positive, long-term relationships with landowners and local communities. Survey Team Coordination: Supervise and collaborate with the land survey team to ensure accurate land mapping, boundary verification, and land survey functions. Foster teamwork and ensure effective coordination across departments to ensure accurate and comprehensive land access data. Compensation Management: Ensure timely and compliant compensation payments to landowners, agents, and representatives in line with land use agreements and company policies, with particular attention to social equity and transparency.
- Budget & Financial Management: Collaborate with direct reports to prepare and manage departmental budgets, ensuring efficient resource allocation, transparent financial practices, and alignment with sustainability initiatives. Investigate and address any budget variances and provide detailed financial reports to the Manager of Corporate Social Responsibility (CSR). Stakeholder Engagement & People Management: Build and maintain relationships with mine-affected communities, local government agencies, NGOs, potential partners (including UN and aid organizations), and other stakeholders. Engage with stakeholders to ensure alignment with land access agreements and project objectives, ensuring inclusivity and promoting social cohesion. Lead and support your team by fostering a collaborative and inclusive work environment that empowers people, nurtures talent, and ensures high performance.
About You
To succeed in this role, the ideal candidate will possess the following qualifications and experience
Qualifications And Experience
- Degree qualified and at least 10 years’ experience in land management, community engagement, or a related field, with a proven track record of working within the mining, energy, or infrastructure sectors.
- Proven experience with land tenure, administration, governance, compliance, due diligence, stakeholder engagement, and legal aspects of land use agreements.
- Experience in leading and managing people and teams, with a focus on performance, development, and fostering a culture of inclusion, diversity, and accountability.
Skills
- Expertise in project management, including design, planning, budgeting, and evaluation, with a focus on sustainability and people-centered approaches.
- Strong negotiation and conflict resolution skills, particularly related to landowner disputes, with the ability to promote equitable solutions.
- In-depth knowledge of clan structures, tribal affiliations, and genealogy as they relate to land ownership and community relations.
- Ability to manage the Flexi Cadastre system and maintain accurate land access data while implementing best practices for data integrity and security.
- Proven experience in leading and coordinating with survey teams to ensure accurate land mapping and tenement management.
- Strong organizational skills with the ability to manage multiple tasks effectively in a dynamic, fast-paced environment.
- Technical Proficiency: Proficient in land information systems, including Flexi Cadastre, integrated management tools, and standard office applications (word processing, spreadsheets, presentations).
- CSR Understanding: A deep understanding of Community Social Responsibility management systems, with a particular emphasis on human rights, environmental sustainability, and SDGs.
- Leadership & People Management: Proven ability to lead, motivate, and develop teams, fostering collaboration, professional growth, and a positive work culture focused on shared success.
Mobilization Requirement
This is a PNG National Staff position, a site based role on a Fly in Fly out arrangement with rotation of 21 days on and 14 days off. Must successfully pass a pre-employment medical including drug and alcohol screening. (This will be arranged only for successful candidates who progress after the interview stage) and have an up-to-date Police Clearance Certificate (acquired within the last 6 months).
